The American Academy of Pediatrics guidelines go by height.
"…usually when a child reaches about 4′ 9" in height and is between 8 and 12 years of age…"
I believe it goees by weight and not age. Usually a child over 50lbs can use a booster and moves up to regular back seat seat belts around 70 pounds.
each state has their own laws. I would ck with your local DMV website.

I’ve always been told carseat ’til age 6 and booster seat ’til age 8. Hope this helps!
