is your seat belt positioned good? I had mine installed and that buckle did seem really short and I redid the positioning of the seat belt (the car’s seat belt) so that it didn’t lay right next to the crotch buckle. our seat belt was practically over top of the crotch seat belt so it was making it shorter than it really was. we repositioned it and it’s still pretty short but we got another inch or so out of it and it seems much better now. try checking that — if your seat belt isn’t near it though, I don’t think there’s much you can do about it other than loosening the straps a little bit and making sure his butt is right up against the back of the seat.
eta; I do have the CS. I’ve had problems with mine doing that too but I keep pulling it and it goes even though it clicks. there might be something caught on it? like the shoulder pads? also it did this when I put my son in his jacket in it and then the next day when he didn’t have his jacket on it clicked and there was still room. try taking him out, pulling the straps all the way tight and then loosening them a lot and then pulling it to adjust to it when he’s in it. it might help ‘reset’ it sort of. I think mine did that just because of me having to adjust the straps so much. did that help?

There should be a round circular piece of fabric that surrounds it… That is supposed to be pulled up and lay against baby’s privates and diaper.
I agree though. It is too short,but they’ve been like that forever. My SIL had a 2002 with the same thing. There has to be a reason for it.
