You can do research on consumerreports.org I am buying the SnugRide by graco.
double stroller and compact really dont go in the same sentence unless you are talking about a double umbrella stroller. (which is alright when both kids are older but not for when you have a newborn up to about 4-6months)
I LOVE my eddie bauer tandem stroller, the seats are really padded so they are comfortable, the front seat can face both forward or backward (my girls LOVED to play with each other when we would use it) the basket is big and is nice. the seat pads come off easily and are machine washable!
It also can hold 2 carseats (but I guess you would only need it to hold 1!)

Maclaren Volo double stroller!! Of course because it’s a double it’s not all that compact.. but it’s reasonably light but sturdy.
I have a Graco DuoGlider (Emerson) http://www.toysrus.com/product/index.jsp?productId=2330952 . It already comes with a car seat and definitely has lots of storage space underneath. Very easy to maneuver in tight spots and easy to fold and unfold. It has lots of good reviews online. I really like it.
