Check to be sure that you have the LATCH strap in the correct belt path. If he is rear-facing, the LATCH strap should be through the belt path under his legs. If he is forward facing, the LATCH strap should be through the belt path behind his back. The LATCH straps should be more than long enough to reach the LATCH anchors.
Using the seatbelt to install the seat is another option – just as safe and sometimes easier.
If he is rear-facing, you can also use the tether strap to adjust the recline. Take the D-ring (metal ring on a nylons strap, usually is in the pocket on the back of a new Britax seat) and wrap it around a non-moving part of the front seat. Then clip the tether strap to the ring and tighten – this will help recline the seat.
Once you get the seat adjusted right, you will be thrilled with the Britax seat. It is going to last your son years longer than the Graco one.

I would undo the strap that is too short. A lot of people still don’t have the LATCH system in their cars, so it can be done. That would be better, than having the carseat in the wrong position.
