According to About.com
"Children under age 8 in Utah are now required to ride in an appropriate car seat or booster seat in the car, thanks to a recently updated child passenger safety law. Children who are not yet 8 years old but are taller than 57 inches can use the vehicle seatbelt alone. All other passengers in the vehicle are required to be buckled up properly, as well."
Hope that helps!
they have to be 4′9"
and i think 80-90 pounds.
I am not sure, but i know they raised it due to the accidents involving kids
