Spain and Italy are both good in April/May. Your brother will likely enjoy a stroll at the beach after having been to Afghanistan. I can recommend the Costa Brava around Barcelona. Look into a package holiday with flights leaving from the UK. The water will still be a bit cool, but the weather should be nice enough for a baby to play in the sand. Other nice places in spring with a baby are Morocco, Tunisia and Egypt (Red Sea Coast), but I don't know whether your brother will want to go on holiday in a muslim country.
